THE PUBLIC (CIVIL) SERVICE COMMISSION.

The Public (Civil) Service Commission is an independent body set up by the government, charged with the responsibility for employing, promoting, disciplining and dismissing civil servants. This body that is made up of a chairman and some other members are appointed by the President or Governor for a period of 5 years.

DUTIES, POWERS AND FUNCTIOS OF THE PUBLIC (CIVIL) SERVICE COMMISSION.

  1. Employment: The public (civil) service commission is charged with the responsibility forrecruiting high level manpower to the civil service..
  2. Promotion: It is the duty of the commission to promote civil servant of top echelon who are due for promotion.
  3. Discipline:The commission is vested with the powers to take disciplinary action against recalcitrant civil servants who flout the general order {G.O.} regulations.
  4. Transfer: The transfer of civil servants from one ministry to another within the civil service is done by the Public (Civil) Service Commission.
  5. Retirement: The civil servants who have attained the stipulate retirement age are formally retired by the commission.
  6. Dismissal: The commission is also empowered to dismiss any civil servant who commits a dismissible offence.
  7. Efficiency: The commission promotes and maintains efficiency and integrity of the civil Service.
  8. Condition of Service: The commission lays down the terms and conditions of service, remunerations and allowance of the civil servants.
  9. It Gives Advice: The commission advise the government on the appointment of certain high echelon of public servants like the Heads of Statutory Board, etc.

WAYS BY WHICH THE PUBLIC /CIVIL SERVICE COMMISSION CONTRIBUTES TO THE EFFECTIVE OPERATION OF PUBLIC SERVICE IN NIGERIA.

  1. Recruitment of officials into positions of Public service e.g. Clerks, Messengers.
  2. Posting / Deployment of public servants to the appropriate ministries/departments.
  3. Discipline of erring public servants through query, warning, suspension, dismissal, etc.
  4. Promotion of Public Servants.
  5. Training of Public Servants for enhanced performance.
  6. Collaborate with other government agencies for improved service delivery.
  7. Monitoring and evaluating of performance of public servants.
  8. Investigation of unfair/ wrongful treatment of Public Servants.
  9. Providing guidelines on appointments and promotion into `public service positions.
  10. Ratification of appointments and promotion interviews and examinations for public service.
  11. Reforming and re-organization of public service for improved performance.
